Congo acquires tool for evaluating public actions

Brazzaville, Congo, January 29 (Infosplusgabon) - The Congolese government has acquired a tool for evaluating public actions by using the World Bank barometer, called CPIA, to hope to increase control over economic management, structural policies, actions in favor of social cohesion and the modernization of the public sector, public radio announced on Wednesday in Brazzaville.

 

 

Congolese Minister of Planning, Statistics and Regional Integration, Ingrid Ebouka-Babackas, launched the launched the tool on Wednesday in Kintélé, a suburb north of Brazzaville, the works of a national workshop on the appropriation of evaluation of the performance of the policies of national institutions (CPIA, in English).

 

The conclave brings together sectoral executives and members of the technical committee for monitoring and evaluation of reforms in DR Congo who came to share their experiences.

 

During three days, the participants will try to identify the main challenges and formulate solutions through the adoption of performance indicators for public policies and institutions.

 

The conclusions of their discussions will serve as the basis for the development of the CPIA of the Republic of Congo. It is only after the validation stage that the country can become a member of CPIA and be subject to the annual report of the World Bank.

 

According to one of the speakers, Félicien Mulenda, the World Bank tool does not assess the projects or the intentions of the government, much less the laws adopted. It notes only the concrete measures that have contributed to the reduction of poverty and social inequality.

 

According to Félicien Mulenda, the information collected via the CPIA not only helps in the allocation of financial resources to the country, but also allows local actors to follow the evolution of economic policies and institutions in their country, and to feed a national debate on these issues. Popularizing the content of this tool is essential, he added, in order to facilitate access by civil society actors.

 

By launching the work of the workshop, the Minister of Planning, Ingrid Ebouka-Babackas, intends to translate the government's will to improve the management of public affairs. Governance reform is one of the authorities' priorities, said the minister, as illustrated by the adoption of the law of October 2018 approving the 2018-2022 National Development Plan and its primary focus on improving governance, as well as the law on the orientation of the performance of public action adopted recently.

 

For Ingrid Ebouka-Babackas, the CPIA tool will support the implementation of the macroeconomic program that the executive signed with the International Monetary Fund in July 2019. ''Our country wants to measure progress objectively. This is why the government has warmly called for the CPIA to be the subject of a dissemination workshop in Brazzaville'', she concluded.
