Tripoli, Libya, April 7 (Infosplusgabon) – The Chairman of the Presidential Council of the Libyan Government of National Unity, Fayez al-Sarraj, said here Saturday the inclusive National Forum "constitutes the only access to a stable civil State" but "personal wishes have led the country into war, far from a peaceful solution".

Referring to the military escalation at its height in Tripoli and its surroundings since Khalifa Haftar launched an assault, al-Saraj stated: “In these circumstances, which have been imposed on us, we reassure Libyans in the areas of operations about their lives and property."

al-Sarraj, in a speech broadcast Saturday evening by the channels "Official Libya" and "National Libya" on the prevailing situation, he recalled that in all his meetings, he "emphasized the civil State and the end of political divisions that the country is facing".

On 27 February, during a meeting with Marshal Khalifa Haftar, head of the Libyan National Army based in the East, in Dubai, United Arab Emirates, under the auspices of the UN Envoy, Ghassan Salamé, the Chairman of the Presidential Council reiterated the civilian nature of the State and the Army's placement under civilian control.

During this meeting, it was agreed to shorten the transition period, unify the state institutions and hold general elections before the end of 2019.

He stressed: "This conflict is not regional or tribal in any way, and we will not reiterate the call to all Libyans in the country on the need to prioritize the country's interest, to unite ranks and to work together to bring Libya out of this crisis."

"We have stretched out our hands for peace, but the declaration of war will only find firmness and strength," said Fayez al-Sarraj, referring to the military operation launched by the General Command of the Libyan Armed Forces towards Tripoli, adding that "a Haftar coup d'Etat on the Political Agreement has pushed us to give the order to protect the civil state.

The Chairman of the Presidential Council also stressed that he would hold to account "all parties involved in the attack on Tripoli", adding that "those involved in the loss of human life will be brought before local and international courts".

He said his main obsession is to "avoid bloodshed and ensure the security of State institutions", stressing that "there is unanimity to rule out the military solution to the crisis, adding that "the Inclusive Forum is the beginning of a period of stability".

"Unfortunately, there are those who were watching to plunge the country into destructive war driven by individual considerations," he observed, adding that all his meetings with the Commander-in-Chief of the National Army, Marshal Khalifa Haftar, "were aimed at ending the crisis”.

al-Sarraj considered that "Haftar's speech leads back to totalitarian rule", reiterating that the conflict in Libya "is not regional or tribal" and called on all parties "to give priority to the interests and security of the country".

The Libyan leader urged the international community not to "put the aggressor and those who defend themselves on an equal footing with those who work for the militarization of the State and those who respect the democratic civil State", asking it to leave the country alone.

He addressed the countries accused of interference by saying: "One last word to the countries that support the clashes between Libyans, fear God and stop interfering in our affairs."
