Preparations for Libya's Inclusive Conference dominate Libyan media

Tripoli, Libya, March 18 (Infosplusgabon) - Libyan newspapers this week covered two main topics, one of which was the ongoing preparations for the inclusive National Conference, the centrepiece of the plan of action of the UN Envoy to Libya, Ghassan Salamé, to get Libyans to agree on an election timetable, while the other concerns the roadmap drawn up by African leaders at the end of their 32nd Ordinary Summit last February in Addis Ababa, Ethiopia, to find a solution to the Libyan crisis.

 

 

 

Under the title "Questions on the national forum are pursuing Salamé", the newspaper Al-Wassat wrote that Ghassan Salamé tried this week to remove some of the ambiguity surrounding the preparations for the Libyan National Forum, according to his plan to resolve the crisis in Libya, which he presented last year to the Security Council and received broad international support.

 

 

 

According to the newspaper, the ambiguity here is to answer questions about the place, time, criteria for selecting participants and expected results, guarantees of their implementation and the role of foreign countries.

 

 

 

Al Wassat wrote that Mr Salamé said this week - in an attempt to demystify - that "the announcement of the date will be made in a few days and the forum will be held in less than a month", before the mission denies what has been reported by Libyan activists on Facebook about the date and place of the inclusive conference.

 

 

 

Regarding the people targeted by the national forum, the newspaper reported that Mr. Salamé said: "I cannot gather six million Libyans in one place", specifying that this meeting will include "23 categories of all Libyans, and there will be one or two representatives for each category, cities, parties, university presidents, union leaders, tribal dignitaries, municipalities, members of the House of Representatives (Parliament), the High State Council, all social and political bodies, ethnic components and minorities".

 

 

 

The weekly newspaper published in Cairo, Egypt, recalled that meetings of the consultative process of the Libyan National Forum were organized by the Geneva-based Centre for Humanitarian Dialogue from 5 April to 11 July last year in different regions of Libya, comprising 77 meetings in 43 municipalities and in the "diaspora cities", involving major Libyan communities, on the basis of 1,300 questionnaires on the consultation process, and nearly 300 written messages by e-mail.

 

 

 

The newspaper noted the controversy following the meeting between Al-Sarraj and Haftar in Abu Dhabi, following the circulation of information about an unwritten agreement to end the transition period, which some interpreted as an agreement on power-sharing between the parties and the leaders of the next phase, as well as on the electoral agenda in which case, this agreement will be legitimized at the national forum, which has provoked anger from the other parties and prompted them to demand the disclosure of the truth about what happened in Abu Dhabi.

 

 

 

In the middle of this atmosphere, observers wondered whether the substantive conditions had been met, so Mr. Salamé was not ready to hold the forum, at least not in the near future, as fears about security or developments on the ground grew, breaking the optimism surrounding the convening of the Forum, in the face of a clear race between supporters of "pacifist" and "military" methods to resolve the country's crisis.

 

 

 

The newspaper Afrigatenews, examined the details of the roadmap prepared by African leaders to resolve the crisis and achieve national reconciliation in Libya, which includes five phases:

 

 

 

The first is a meeting of the African Union High-Level Committee on Libya on 5 and 6 April 2019 in the Congolese capital, Brazzaville, to define perceptions and positions on the Libyan issue and to task the Libyan preparatory committee responsible for preparing a reconciliation conference, as well as the formation of a second committee to soften and facilitate positions composed of representatives of the countries members of the African Union Quartet Committee and political actors in society, Libyan civilian and tribal representatives, as well as observers from the United Nations and the African Union.

 

 

 

The electronic publication specified that the second step is a consultative meeting between the United Nations and the African Union on 20 April in Addis Ababa to determine the references, date and funding of the conference and the objectives of the preparatory committee, which will include representatives of the United Nations, the African Union and the Libyan preparatory committee, as well as the Committee on Facilitation of Procedures.

 

 

 

The third phase will include the work of the Preparatory Committee, from 1 to 20 May 2019 in Addis Ababa, in order to prepare the necessary conditions for the organisation of the conference on Libya, including the determination of the quality and number of participants, the setting of the allocated budget, during the electoral phase, the preparation of draft texts relating to the electoral process, the establishment of the electoral calendar with the participation of members of the Preparatory Committee and the Facilitation Committee in the work of the committee, as well as representatives of the United Nations, the African Union and the Libyan parties, the publication stated.

 

 

Afrigatenews reported that another phase is the Libyan-Libyan National Reconciliation Conference, to be held from 1 to 10 July 2019 in Addis Ababa, under the auspices of the United Nations and the African Union, with the adoption of the documents of the Preparatory Committee, the participation of United Nations representatives, the African Union and the Higher Committee of Libyan Society, adding that the African roadmap will end with the organization of presidential and legislative elections on 20 October 2019, following the recommendations of the Libyan-Libyan reconciliation conference.
