AU gathers long-term election observers for capacity building workshop

Addis Ababa, Ethiopia, May 3 (Infosplusgabon) - The African Union Commission (AUC) has brought together more than 30 Long-term Observers (LTOs) from across the region for an intensive capacity building seminar in response to emerging challenges associated with election observation as a tool for conflict prevention and consolidation of democracy in Africa.

Addressing the participants at the opening of the three-day meeting in Addis Ababa, the Ethiopian capital on Wednesday, the AUC Commissioner for Political Affairs, Ambassador Minata Samate Cessouma, commended LTOs, and especially the Core Teams, who have served the organisation, noting, however, that as in all human endeavours, the initiative required some improvement.

 

“As the interface between the Department of Political Affairs and the AU leadership on election observation issues, there is the need to communicate effectively what obtains in the field to enable the Department deliver on its mandate,” said the Commissioner, who was represented by Guy Cyrile Tapoko, Acting Head of Democracy and Electoral Assessment Unit of the Department.

 

The seminar is also an opportunity for the LTOs to present the difficulties they encounter in carrying out their duties, and how these challenges can be addressed, towards the realisation of the AUC’s Agenda 2063, related to promotion of good governance, democracy and the rule of law, and the sustainability of peace and security through credible elections.

 

The seminar participants with different backgrounds, including expertise on constitutional law, election and conflict management, public policy analyses, communication, media, gender and civil society, are from various regions of Africa, including from the ECOWAS Network of Electoral Commissions (ECONEC).

 

The seminar, supported by the European Union and the Electoral Institute for Sustainable Democracy in Africa (EISA), will cover topics such as the format, structure and content of Election Observation Mission reports, internal and public statements, objectives and main principles for reporting.

 

Others are techniques for effective reporting and using international and regional standards in reports, drafting of press releases, and recommendations from the seminar.

 

A similar seminar was held in 2017 as part of AUC’s sustained efforts to assist member States in their quest to entrench democratic cultures, using quality reports and recommendations from election observation missions.
